स्प्राऊट्सच्या ‘एसआयटी’वर कौतुकाचा वर्षाव

राजभवनातील ‘वाझे’ म्हणून कुख्यात असणाऱ्या उल्हास शंकर मुणगेकर या राज्यपालांच्या महाभ्रष्ट सचिवाची अखेर राज्यपाल रमेश बैस यांनी हकालपट्टी केलेली आहे. मात्र आजही हा भामटा बेकायदेशीरपणे राजभवनातच रहात आहे. वास्तविक निवृत्तीनंतरही सरकारी निवासस्थान वापरल्याबद्दल या भामट्याने कोट्यवधी रुपयांचा दंड सरकारी तिजोरीत भरणे अपेक्षित आहे. त्यामुळे ही मागणीही ‘स्प्राऊट्स’ने राजभवन प्रशासनाकडे केलेली आहे.

महाराष्ट्राचे माजी राज्यपाल भगत सिंह कोश्यारी (Bhagat Singh Koshyari ) यांनी केवळ स्वतःच्या स्वार्थासाठी या भामट्याची सचिवपदी नियुक्ती केली होती. ही नियुक्ती सपशेल बेकायदेशीर होती. इतकेच नव्हे तर हा भामटा मुणगेकर केवळ बारावी शिकलेला आहे व महाभ्रष्टही आहे, अशी धक्कादायक माहिती ‘स्प्राऊट्स’च्या ‘स्पेशल इन्व्हेस्टीगेशन टीम’ने (एसआयटी ) सर्वप्रथम उघडकीस आणलेली होती. इतकेच नव्हे तर राजभवन प्रशासनाकडे याविषयी तक्रारीही केल्या होत्या.

सामान्य वकुबाच्या व केवळ दुकानदारी करणाऱ्या या भामट्याच्या विरोधात ‘स्प्राऊट्स’ने सामान्य प्रशासन विभागाकडेही तक्रारी केलेल्या होत्या. अखेरीस स्प्राऊट्सच्या या सर्व बातम्या, तक्रारी यांची दखल राज्यपाल रमेश बैस यांनी गंभीरपणे घेतली. त्यासाठी विशेष बैठक बोलविण्यात आली व त्याच बैठकीत या भामट्या मुणगेकरची हकालपट्टी करण्याचा निर्णय घेण्यात आला. राज्यपालांच्या या निर्णयाचे सर्वत्र स्वागत तर झालेच तर ‘स्प्राऊट्स’च्या टीमचेही समाजातील सर्वच थरांतून अभिनंदन करण्यात आले.

वास्तविक या भामट्या मुणगेकरची हकालपट्टी अगोदरच करायला हवी होती, कारण त्याने जनतेच्या पैशाची अक्षरश: लूट चालवलेली होती. नियमबाह्य नियुक्त्या, राजभवनात बोगस पीएचडी वाटपाचे कार्यक्रम, गुन्हेगार, अंडरवर्ल्डमधील लोकांना राजभवनात प्रवेश, फुटकळ पुरस्कार वितरणाच्या कार्यक्रमांना परवानगी मिळवून देणे, विद्यापीठांतील महाभ्रष्टाचार ‘मॅनेज’ करणे, पैसे घेवून अपील, सुनावण्या लावणे यांसारख्या मार्गातून मुणगेकर हा अक्षरश: कोट्यवधी रुपयांची माया गोळा करीत असे. त्यामुळेच ‘स्प्राऊट्स’च्या टिमने याविषयी वेळोवेळी तक्रारी, अर्ज, माहिती अर्ज अगदी राज्यपाल कोश्यारी यांनाही पुराव्यांसह दिले होते.

प्रसंगी कोश्यारी यांची प्रत्यक्ष भेट घेऊनही त्यांच्या हातात तक्रारींसह पुरावे सादर केलेले होते. मात्र या सर्व अर्ज, तक्रारपत्रांना राज्यपाल कोश्यारी यांनी केराची टोपली दाखवली. इतकेच नव्हे या पत्रांना ‘काहीही उत्तर देण्याची गरज नाही (seen – need not reply), असे हुकूमशाही पद्धतीने रिमार्कही दिले होते.

‘स्प्राऊट्स’च्या तक्रारींमुळे आजमितीला मुणगेकरला सचिव पदावरून काढून टाकण्यात आलेले आहे. मात्र आजही हा राजभवनात बेकायदेशीरपणे वास्तव्य करीत आहे. त्यामुळे वर्षानुवर्षे करत असलेले काळे उद्योग तो सुरळीतपणे करू शकण्याची शक्यता आहे. हा धोका टाळण्यासाठी त्याची त्वरित चौकशी होणे आवश्यक आहे. महत्त्वाची बाब म्हणजे त्याने गोळा केलेल्या बेनामी संपत्तीची चौकशी करण्यात यावी, अशी मागणीही ‘स्प्राऊट्स’च्या ‘एसआयटी’ने राज्यपालांकडे केलेली आहे.

निमंत्रण पत्रिका वाटप घोटाळ्याची चौकशी करण्याचे आदेश

मुंबईतील राजभवन येथे दरवर्षी २६ जानेवारीला प्रजासत्ताक दिनाच्या संध्याकाळी चहापान समारंभ ( high tea party ) आयोजित केला जातो. हा विशेष कार्यक्रम राज्यपालांच्या मार्गदर्शनाखाली केला जातो. राजभवनकडूनही औपचारिक निमंत्रण पत्रिका वाटल्या जातात. यातही मुणगेकर व त्याचा कंपू दरवर्षी भ्रष्टाचार करीत असे, अशी बातमीही ‘स्प्राऊट्स’ने उघडकीस आणलेली आहे, यावर राजभवनात खळबळ माजली व राजभवन प्रशासनाने या गैरव्यवहाराची चौकशी करण्यास सुरुवात केली, असे खात्रीलायक वृत्त आहे.

घरच्या घरी २० रुपयात बोगस पीएचडी घ्या!

राजभवनात बोगस पीएचडी वाटपाचे कार्यक्रम पार पडला होता. याप्रकरणात ‘स्प्राऊट्स’ने आवाज उठवला होता. इतकेच नव्हे तर कोश्यारी यांची याप्रकरणी भेटही घेतलेली होती. मात्र कोश्यारी यांनी हे प्रकरण ‘मॅनेज’ केले.

• वास्तविक अशा प्रकारची बोगस पीएएचडी घ्यायची असेल तर गल्लीतल्या कुठल्याही फोटोशॉप येणाऱ्या ऑपरेटरला गाठावे, त्याच्या सहाय्याने गुगलवर PhD certificate sample किंवा honorary PhD certificate sample असा search मारावा व त्या sample format मध्ये तुमचे नाव टाकावे, त्याची २० रुपयात उत्तम डिजिटल प्रिंट काढावी, तुमचे प्रमाणपत्र तयार होते, अधिक आकर्षक करण्यासाठी त्याला छान फ्रेम करावी व स्वतःच्या नावापुढे ‘डॉ.’ लावून फिरावे, इतके सोपे आहे. मात्र या बनावट पीएचडी विकणाऱ्यांपासून सावध रहा.

• वाचकांनो तुम्ही अशा प्रकारे लाखो जणांना बोगस पीएचडीचे प्रमाणपत्र प्रिंट काढून देवू शकतात. प्रत्येक वेळेला फक्त नाव बदलायचे व छान प्रिंट काढून त्याला लॅमिनेशन करायचे, मात्र कल्याणजी जाना – Kalyanji Jana, Abhishek Pandey, Mahendra Deshpande, Peeyush Pandit, Mangesh Deshmukh, Nareshchandra Kathole, Vishwas Arote, Surykant Rawool, Ghanshyam Kolambe यांच्यासारखे फ्रॉड इसम आजही खोट्या पीएचडीची प्रमाणपत्रे वाटत आहेत.

अंगठाबहाद्दर सराईत गुंडानीही विकत घेतली आहे बोगस डॉक्टरेट

पुणे (Pune) पोलीस कमिशनर Amitesh Kumar यांनी नुकतीच पुण्यातील कुख्यात गुंडांची परेड घेतली. त्यावेळी शेकडो गुन्हेगार हजर होते, गमतीची बाब म्हणजे यातील बऱ्याचशा गुंडानी बोगस मानद पीएचडी घेतलेली होती. त्यातील काही जणांना राज्यपाल भगत सिंह कोश्यारी व मुख्यमंत्री एकनाथ शिंदे (Eknath Shinde) यांनीही गौरविले होते. अशाच फोटोजचा वापर जनतेची दिशाभूल किंवा दहशत निर्माण करण्यासाठी केला जातो.

राजभवनमधून मुणगेकर चालवायचा बोगस पीएचडी रॅकेट

• राजभवनात बोगस पीएचडी वाटपाचा कार्यक्रम आयोजित करण्यात आलेला होता, इतकेच नव्हे तर बोगस पीएचडी वाटणारे मधू क्रिशन (Madhu Krishan), पियुष पंडित ( Peeyush Pandit), अभिषेक पांडे (Abhishek Pandey) तर बलात्कार, खंडणी यांसारखे गंभीर गुन्ह्यांचे आरोप असणारा व सध्या गाजत असलेल्या अभिषेक घोसाळकर यांचा मारेकरी Mauris Noronha यांना महाराष्ट्रातील राजभवनाचे दरवाजे सताड उघडे असायचे.

• Mauris Noronha ने तर राज्यपाल भगत सिंह कोश्यारी यांच्याबरोबर काढलेल्या सत्काराच्या फोटोजचे मोठमोठे होर्डिंग्स करून बोरिवलीमध्ये लावले, Mid- Day या वृत्तपत्रातून अशा प्रकारचे ‘पेड’ फोटो बातमीसह प्रसिद्धही केले. इतकेच नव्हे तर त्याला Mid Dayने या बलात्काऱ्याला Robin Hood म्हणून गौरविले. पैसे दिल्यावर Mid Day सारखे वृत्तपत्र किती लाचार होते, याचे हे उत्कृष्ट उदाहरण आहे. अशा प्रकारे मीडिया जनतेची दिशाभूल करत आहे. राज्यपाल कोश्यारी यांनी राजभवनाचा गैरवापर केलेला होता. हा गैरवापर होत असताना मुणगेकर हा पैसे गोळा करीत ‘वाझे’ यांची भूमिका करत असे, त्याची चौकशी व्हावी, अशी मागणीही स्प्राऊट्सने लावून धरलेली होती.

• मधू क्रिशन हा तोतया कुलगुरू राजभवनात वारंवार यायचा, हा कुठल्याही अधिकृत युनिव्हर्सिटीचा पदाधिकारी नाही. मात्र तरीही The American University, USA या बोगस विद्यापीठाच्या माध्यमातून हा नकली पीएचडी वाटतो. त्याला राजभवनातून मुणगेकर सहकार्य करतो, ही बातमी स्प्राऊट्सने प्रसिद्ध केली, त्यांनतर मात्र या भामट्याचे राजभवनावर येणे बंद झाले.

• याच मधू क्रिशनने राज्यपाल कोश्यारी यांच्याबरोबर केलेल्या ब्रेकफास्टचे फोटो मोठ्या प्रमाणात व्हायरल केले होते व त्याचा गैरवापर जनतेची दिशाभूल करण्यासाठी केला गेला. याच ठग मधू क्रिशनचा आधार घेऊन घनश्याम कोळंबे (Ghanshyam Kolambe) या फ्रॉड इसमाने बोगस मानद पीएचडी वाटपाचा कार्यक्रम केला. हा कार्यक्रम त्याने ‘एम्पॉवर सोशल अँड एज्युकेशन ट्रस्ट’ (Empower Social and Educational Trust ) या संस्थेच्यावतीने आयोजित केला होता. या कार्यक्रमात सुरुवातीला पुरस्कार वितरण सोहळा करण्यात आले. मात्र त्यानंतर Yogesh More, Vilas Anant Kanskar यांसारख्या असंख्य जणांना चक्क बोगस पीएचडी देण्यात आली.

• कोळंबे यांनी याआधीही तत्कालीन महापौर किशोरी पेडणेकर यांना बोगस पीएचडी दिलेली होती. स्प्राऊट्सने ही बातमी प्रसिद्ध केली, त्यावर बराच गदारोळ झाला. त्यानंतरही कोळंबे या फ्रॉड इसमाने अंधेरी येथील कोहिनूर काँटिनेंटल हॉटेलमध्ये पुन्हा अशाच प्रकारचा बोगस पीएचडी वाटपाचा कार्यक्रम आयोजित केला होता. या बोगस पीएचडी वाटपाच्या कार्यक्रमाची बातमी मिड-डे (दिनांक १० फेबुवारी २०२४, पान ३ ) या इंग्रजी दैनिकात A Media Marketing Initiative- neighbourhood special, Bandra to Borivali यामध्ये प्रसिद्ध करण्यात आलेली आहे.

• पेड बातम्या प्रकाशित करण्यासाठी मिड-डे अशा प्रकारच्या पुरवण्या प्रसिद्ध करीत असते. अशाच प्रकारे ANI व The Print मध्येही या बातम्या प्रसिद्ध करण्यात आलेल्या आहेत. Governor Ramesh Bais has finally sacked the corrupt secretary of the governor, Ulhas Shankar Mungekar, who is notorious as a ‘Waze’ in the Raj Bhavan. But even today this rogue is staying illegally in the Raj Bhavan. The impostor is expected to pay a fine of crores of rupees to the government exchequer for using government accommodation even after his actual retirement. Therefore, ‘ Sprouts’ has also made this demand to the Raj Bhavan administration.

The former Governor of Maharashtra Bhagat Singh Koshyari had appointed this brat as secretary only for his ‘interest’. This appointment was illegal. • Madhu Krishan, an impersonated Vice-Chancellor, frequented the Raj Bhavan, not an official of any official university. But still this fake PhD through a bogus university The American University, USA. Sprouts reported that Mungekar was supporting him from the Raj Bhavan, but after that, they stopped coming to the Raj Bhavan.

• It was Madhu Krishan who went viral with photos of his breakfast with the then Governor Koshyari and it was misused to mislead the public. Ghanshyam Kolambe organized a bogus honorary PhD award program with the support of this same fraudster Madhu Krishan. He organized this program on behalf of the organization ‘Empower Social and Education Trust’. An award distribution ceremony was held at the beginning of this program. But then many people like Yogesh More, and Vilas Anant Kanskar were given bogus PhD.

• Kolambe had earlier also given a bogus PhD to the then Mayor Kishori Pednekar. Sprouts released the news, causing quite an uproar. Even after that, the fraudster Kolambe again organized a similar bogus PhD awarding event at Kohinoor Continental Hotel in Andheri. The news of this bogus Ph.D. allotment program is published in the English daily Mid-Day (dated 10 February 2024, page 3) in A Media Marketing Initiative- neighborhood special, Bandra to Borivali. Mid-Day publishes such offers to publish paid news. Similarly, these news have been released in ANI and The Print.
